Sir,

I am commanded by the Army Council to send you,

for the information of the Postmaster General, the

enclosed copy of a letter dated 14th August 1916 from

the General Officer Commanding, China Command, relative

to the employment of Sergeant Cooper, 4th Battalion,

Shropshire Light Infantry, in the General Post Office,

Hong Kong.

Prior to the War, Sergeant Cooper was employed

under the Postmaster General, and it is assured that

he is a pensionable civil servant, and that, since

embodiment, he has been receiving from the General Post Office the difference (if any) between his Imperial

civil and military pay.

As he is now being employed by the Colonial Government he should be regarded as on leave without pay,

following the Treasury ruling in the case of civil

servants who after enlistment in the Army are released

for munition work, and your Department will no doubt

take the necessary action to withhold any balance of

civil pay during the period of this employment.

I am to add that the General Officer Commanding

will be asked to report as soon as the civil employment terminatos, and your Department will then be notified.
